Of course you have to consider that .  But if using Option 1 you want the aggro so those poor melee don't get any boo-boos and don't need to be healed.

I think the answer is, you have a caster right?  Some kind of wizard or sorc? Of course you do.  Everyone has one in a raid because they are like bugs, they infest everything. 

If you put a good caster on the jailer, that jailer will be dead when you kill the judge.  I know what you are thinking, who is gonna dance/cc the dogs? Well, lucky you!  I have the answer to that as well.  You have several options for this.
1.  Bard - he has dance, make him fucking use it.
2.  Extra caster? There ya go, waste the casters abilities to cc some mutts.
3.  A melee or two on doggy cleanup.

Now, I saved the best option for last, because I am awesome like that.

4.  You have hp right? You have fire resistance right?  You have some sort of fire absorption right? There ya go, doggies mitigated, keep em on the melee.

Put up an epic dragon whilst he had no voice and had not run the raid before. Took over leading and explained everything. Asked everyone to let the rogue onto the base first, followed by the bard and for everyone else to hang back. Bard comes in straight behind the Rogue and gets hammered down to 10 HP before being saved, ~5 deaths on base 1 including casters, bards, and melee. Get everyone back up and apparently a melee and a FvS have "lagged off the edge".

Didn't bother to try and save and called it right there.
