Someone landed an intimidate on him and he stopped teleporting completely. We got him pinned at ~75% HP too.

Yes, intimidating him will keep him in place.  If you can have people call it out and intim back and forth on each other's cool downs, it's awesome.  You have to get the timing right, though.

Hey Beol your on khyber right? was that you in TOD a while back who rolled on a shintao kyoshos ring on your cleric, then recalled out and left group even though you won the roll? what happened? was it an accident? Some of the people in my guild got screen shots.

Gotta be close to 60ish because I was able to intimi-lock him last time I did eChrono and my Intim is only in the upper 50s as I don't yet have my real intim item...still need seal/shard of Helm of Mroranon.

Might be the same eChrono Blank is talking about...I think he was pretending to heal that run.

Like Hordo said Razorarm is 55-65 range...I can keep him pinned on my Tactics Fighter and his Intim sits in that general vicinity.

Time for me to put up an entry - Korsec, lev 20 dwarf fighter.

First ran into him doing one of the challenges, where he died every single run.
Then he joined a DA I was in, stayed in the entrance room for the whole fight, piking - and then almost died when a devil teleported through the door. Blamed the party for rushing through he door and locking him out.

He also had an LFM up for Shroud elite, which I'm guessing never filled, or failed spectacularly - he was in my Shroud the next night.
Almost died in pt.1, got lost in pt.2 after crystal was dropped - couldn't figure out how to get to shrines.

Piked in a corner in pt.3 - died to blades. Died pt.4. Died pt.5.  - Sensing a theme here.

That was one of the strangest shrouds I've been in in a while - people from respectable guilds, piking pt.3, not meleeing Harry in pt.5.

Every time I run echrono on my sorc, I make everyone else stay back a bit. I run down to razorarm and start dotting his ass up. He will approach you slowly, but as long as you maintain a distance of 10-15 feet, he will try to range you and will NOT teleport...anywhere. If you can maintain aggro, it makes it a very fast fight. It has been successful probably 90% of the time, throughout the different updates. My guess is that he acts as a range based mob and will teleport if the person with the aggro is within a certain radius of his position.

Just an observation, but it has worked so far.

I left them of my own accord. Then I got picked up by band of skull and basically piked renown for them while I tr'd.

Then Felgor picked me up for CE.

I think my halfling thrower build applied to OMGBizzy, but I never heard back... :<
