Best thing I can offer advise wise as far as hitting 20 without driving yourself totally insane with repetition: sit on the elites. You'll get less, but still some xp from the first time bonus up to 8 levels in difference, and being heavy over-level there'll cut down on the repair bills wile you're inching to that last level or two.

Note it'll be "quicker" to get groups to do the nnn/h/e thing at and under level, but think about all that advice to start 1 level above since there's no xp hit there, but at the same time saying continue until you're 1 level *lower* than the effective quest level all while simultaneously bitching 'ders no eex pee! heeelp meh!' and racking up hefty repair bills for a second, to see where folks are blatantly screwing themselves there.
