I do it all the time.  Not for every character, but if the red flag is there, they can wait.

I was bored while waiting for a Shroud to fill one night, so I pulled up the Who Panel and wrote down the names of all capped Wizards currently online on Argo.  That's 13 Wizards.

Average HP was 330.
Highest was 465 on a WF
Lowest was 220 on.... a WF

One had 0% fort
Four had 125%
One had -25% (Not sure how that works)
Three had 75%
The rest were at 100.

Here's the deal- I don't have a Hit Point placard that says "You Must be this Tall to enter the Shroud".

I am however sick at having to babysit squishers who stand way closer to Harry than they should and seem to like running with the blades.  If I choose  not to babysit them, I have to hear them nagging me to rez.  And a lot die with full-ish SP bars, which could be getting dumped into the big Red guy if they could stay alive enough to do it.

So yeah... I MyDDO.  Saves me grief sometimes and keeps me from having to clean up the mess.

If you can't solo shroud at this point in the game you're gimp. Anyone with enough hp/pots can do this. I don't even think of shroud as a raid.

If you can't carry one or two people through the shroud then there is either A.) something wrong with the people you run with B.) something wrong with you.

In my experience most people know what heavy fort is. And most people build for adquate hitpoints when joining a shroud. I'm more than willing to carry people through shroud, it's not like it's going to slow me down any.

which guild your in shouldn't make a difference on how much you have to spend for a quest..... your lack of skill is probably the only reason you have to spend so much on a quest.

Oh, I can carry 1-2 ppl through Shroud.  I can carry 6 ppl through Shroud.

The thing is that I don't want to.  I don't myDDO them as a pre-requisite for accepting them, I do it when we're standing around so I know who is likely to be worth attention, who isn't, and who I shouldn't be rezzing.

And yes, pretty much anyone with enough SP/HP pots can also solo any raid that does not have mechanics that require more than one person to activate.  Not an acheivement if you bought the completion at the DDO store.

It's not about what you can do with unlimited resources, it's what you can do with little to none. 

I'd also like to see a video of you soloing Shroud.  On a Cleric.  You did say anyone....
