I wonder if those new foreign language mods are actually based in Turbine HQ, and have MA IPs? Someone else suggested this, but if you want to prevent Turbine mods from lurking, requiring a post in the Introductions thread prior allowing view of the rest of the forums is a good idea. They might be willing to quietly lurk, but if they lie in an intro thread, they're risking some pretty heavy PR blowback if they get caught impersonating normal players on a fan site.
