Black Dragon Bolt.

Black Dragon Bolt
Cost: 15 SP
Target: Foe, Directional, Breakable
Components: Focus, Somatic, Verbal
Level: 8 Wiz/Sor
Range: 60
Metamagics: Maximize, Empower
School: Conjuration (currently incorrectly listed as Evocation on Lammania)
Effect: Deals 1 to 3 acid damage per caster level (up to a max of 25 to 75 at caster level 25) every 2 seconds for 6 seconds to an enemy with a powerful bolt of corrosive acid. This spell has double range.

I'm guessing that they just did that for the Acid Savants who have all of the +caster level gear.

You may be right, but I was thinking of the following:

When they sent out the survey a few months ago, they were asking about this type of increase in lvl. I also believe there was some talk of it (and I may be wrong) in a state of the game release.

Don't DBF and Polar Ray also say they cap at 25? Maybe Chain Lightning as well?

New levels are going to be in the form of some kind of enhancement system actual new levels would trivialize the game far beyond what it is and turbine realizes that. They had a hard enough time with epic balance to start with and they aren't gonna revisit it again by raising the level cap.

Insane.

About the level increase - what I would like to see happening, is 'epic only' levels. Say, any level above 20 HAS to be played on epic. Also, make some 21+ only dungeons that will be, y'know, actually epic and not just a wail fest.

Currently on Lammania they have a problem with Cannith Crafted items that they don't max out on 20 anymore, but 25.

They make a lot of rollback errors like that.
Like when they bugged the door in the twelve enclave before it was remodeled
bugged the heyton's rest waterlevel so it's too high in U9, and now in U11 they remodeled it and bugged it so it's too low.

Ice looks pretty sexy to me with this new spell.

Bonus on Niacs
no penalty on Eldar's or Black Dragon.

Earth gets a -9 level penalty to Niacs.
Air gets a -9 penalty to Black Dragon.
Fire is just pointless in a lot of content and gets -9 to Niacs.

Someone linked me a lvl 27 crafted item, so it's likely the just left off their lvl 20 cap completely.

Exactly.  I think this clinches a switch from air to ice for my kid's 20 sorc.  Only problem I see is that right now that toon maxes out ice and lightning.  Going to have to do more of a split now to fit in some acid as well.

Ice doesn't affect Earth.

Ice only affects Fire.

Earth affects Air.

and visa versa.

So maxed out ice savant with some acid would be nice.
