I had to take a quick run through the fire caves to check... all I got is holy moley! I really think it might be higher than before, but I didn't take enough time to confirm (as it might have just been those 2 runs, wanted to get back to powerleveling arty).  Will try to take more time by this weekend, but initial look, yeah, its back.

Small sample size - only 5 quests on Korthos with my new Arti - but the loot drops looked good. Not the usual masterwork crap. Got some elemental bane arrows, a couple of decent weapons for a lowbie, and a (drum roll please.....) large eberron dragonshard fragemnt from the shrine chest in Collaborator.

As soon as I hit level 5, I'm definitely running out to 3BC and hitting the Fire Caves.

Loot drops are almost always better before and after release of a new update/expansion.  Check threads around the time of each one and you will always see the question, are loot drops better now?

Last night while running up our bravery bonus we did a 4 man at level elite OOB.... 3 fucking pair of spec gloves from one chest.

It was nuts, of course I was the guy skunked, but it was fun to see it.
