What the hell build needs 5+ stats to be +3'd, though? Isn't 4 single tomes cheaper than the supreme? I haven't actually gotten to see the price of the regular +3s yet.
No build "needs" any +3 stats. In fact, +3 stats will make minimal impact, if any.
The most "useful" of the +3 tomes for builds are:
+3 dex - Allows access to the ITWF and GTWF feats with a 14 base. This saves 2 build points on most races. As a more specialized use, it can be used to unlock Dodge (requires 13 dex) with minimal investment for Rangers who want the tempest line without spending a lot of points in dex.
+3 int - Allows access to Combat Expertise with only a 10 INT. Only saves 1 build point over the more readily available +2 tome, but it can still help on builds that need every point to make things work.
+3 Charisma - Allows access to Divine Might III or IV for less of an investment. Given that DM III requires an 18 and DM IV requires a 20, a +3 tome can save 2 or 3 build points.
Of these, the most generally useful would be the Dex tome. TWF builds are a lot more plentiful than CE using Tanks and Pallys or Clerics that use DM at the highest levels.
All in all, it's a pretty minor impact on any build. This is a convenience item rather than a necessity.
