FVS charisma modifier question

Looking at TR'ing into a Dwarven FVS. I have a question about distributing ability score points specifically with repect to the following:

"To learn and cast a spell, a Favored Soul must have a Charisma score equal to at least 10 + spell level."

Is this a reference to base ability score, i.e. do I need to ensure that my base Charisma is maxed to cast a lvl 9 spell? Or can I start lower and modify with the items, tomes, enhancements, etc.

10base + 2tome + FVS charisma 3 + 9Cha item would be enough I would think.

Besides the obvious lower spell points, is there any other disadvantage to not having charisma maxed?

Any help would be much appreciated.

It can be all items and tomes or enhancements.

I just read that the cat followed up by visiting the dog house later that night, dropping some Willie Pete in on the sleeping dog.  #epochsfamiliarFTW

You must have a Charisma of 19 (after all items, class enhancements, tomes, etc.) in order to cast 9th level spells.

A pure WF FvS with the Capstone, a +2 Tome, the Charisma I, II, III enhancements, and a +6 Cha item can cast 9th level spells.

OK next question... For the Angel of Vengeance Prestige....

"The only thing stronger than your faith is the fire you use to burn away those who stand against the will of the gods. Enemies that strike you have a chance of suffering divine condemnation rendering them vulnerable to divine attacks, and you project a 15 meter Aura of Menace, decreasing the saving throws, attack, and armor class of nearby enemies by 2. You deal 20% additional damage with spells that deal fire, physical, or untyped damage, and can name an ally your 'Champion', transferring your shield of condemnation to them and damaging opponents that strike them in melee."

Does this enhance light and holy damage?

Nope. Though your shield of condemnation amps up light and aligned damage when it procs. The base 20% boost effectively applies to Blade Barrier and the couple other fireish spells like Cometfall/Flamestrike/etc.

Items, tomes, enhancements will work for being able to cast spells.  Items do not count towards feat pre-reqs, though.

I'm pretty sure I started at 10 or 11 on my current Flavoured Soul.

+2 tome
+2 boat
+2 capstone
+6 item
+1 or 2 enhancements

gives me 24, which looks right.

I do carry Eagle's splendour just in case of disjunction. But it's more than enough to get by on.

Didn't consider +4 stat pots (shows how little I do epics these days).
Yeah, 24 -8 (disjuncted) = 16, +4 pot = 20 so good to go
