I tried to tie a meta key (ctrl, shift, alt, etc) to my F-keys once.  I was patting myself on the back for finding a way to get more usable hotkeys until I missed alt-F3 by one key while solo-healing a raid.

Actually, I don't use any secondary metas because I don't have the manual dexterity or the clarity of mind to do so.
I also have very small hands, so I have trouble with anything past 5.  I solved this problem with a Cyber Snipa V2.  But it only has four F keys, which means I have to use the party UI to heal.  So those four F keys are mapped to hotbars instead.
F5-F10 have since been remapped to buttons on my mouse, along with Alt-1, Alt-2 and Alt-3 (which are for weapon sets - also on my mouse).
The only person I can target with a button click is myself, by clicking the mouse wheel.
But this gives me 20 single click hotkeys, 3 weapon sets, and self targeting, none of which are difficult to reach for my small hands.  The rest of the buttons on the gamepad are for XP, Inv, Social panel, p2t, Vent, mob targeting, etc.
I only ever touch my actual keyboard when I need to type something.
I find that using the party UI to heal is a small price to pay for all that convenience.
Now we just need more visible mouse pointers....
