That was my guess on what they did. No farming level 23 chests to verify.

We KNOW the min lvl 20 chests gave out +3 Tomes.  Since the hotfix last week, there has not been one single report of the lvl 19 chests giving them out (or a +2 Tome to prove they were nerfed).

I think there is difference between chest level and what level is required to open a supply chest.  The chest dropping from Epic challenges should still be level 23 even though you have to be Level 19 to open it.

I can tell you for a fact after the patch the chests said level 19 but still dropped +3 tomes.  Now, a newly pulled chest no idea.  A hundred or so spider farm runs should give an answer though.

the day after the "hotfix' when they left them in peoples banks i heard from several people that they still got some tomes even tho the chests were lvl 19 at that point.

Eladrin just posted again that the actual loot is unchanged in response to Shade still not knowing if +3s can drop.

The pre-patch chests required a whole lot of openings to get a +3 tome.  I'm willing to give them the benefit of the doubt and allow some time for a +3 tome to show up in the "new" chests.

Lvl 18 chests (from lvl 21 epic challenge dropping +2 fairly often... Looted 3 or 4 a every 30 chests approx) haven't been running challenges on 25 to farm highest level chests to verify +3's yet but I believe it when they say the loot table isn't nerfed.
