You just agreed with me but effed up your reasoning. The difference between the two is 1 INT - half a DC. We agree on that.
If your gear ends up adding an odd INT bonus, then yes, a drow has a +1 DC bonus. The fully geared out builds I've seen end up with an even bonus, though, making the +1 INT from drow wasted.
