TWF only requires you to drop con by 2 points, resulting in 20 less hp at endgame.  You then get 14 dex, a +3 tome gets you 17, 17 grants access to itwf and gtwf.  You don't need points in CHA to use heal scrolls.  Noobs shouldn't make TWF, because otherwise you can argue the +3 tome and I would prefer you didn't.

I also forgot to mention, this is supposed to somewhat loosely based on D&D.  The only two things that are related to D&D currently are:
1.  Eberron
2.  Melee suck compared to casters.

6 points into Dex (assuming a +3 tome, which I have never even seen because I rarely raid) hardly makes it a dump stat. Zero points = dump.

Casters are already carrying a shit ton more weight than your average melee due to the retarded mechanism of spell components. If you want to balance melees and spell casters, balance actual combat effects, not situational annoyances like encumbrance

...Do scrolls weigh that much? I forget, I never really paid attention to weight.

Encumbrance has absolutely nothing to do with helplessness.

Encumbrance at most means dumping a worthless plate armor every once in a while, and moving a bit slower until you drink a lesser restore pot.  It's a waste of CPU time to track, and dev effort to set reasonable weights.  Begone with it.  If we really miss moving slow after an enfeeblement on low STR characters, just add a movement slowing effect to enfeeblement and STR damage, that kicks in at low STR.
