It's not going free. It's because someone realized that almost nobody in the vast sea of free-to-play/premium folks is going to be playing the low level packs after they've bought the pre-order and can start all of their new alts out at 7 instead of 4. Most of the unwashed masses never see hearts as loot and don't want to spend "that many points" on them.

They're just getting money out of the back-end stragglers who don't TR.
