I have a blade, but I can't have a tractor in my neighborhood because my HOA thinks things like "property value" are important.

HOA's are the devil, sorry you have to deal with one. I personally, would never own property in an HOA.

From what I'm told it's a minority who don't take care (there is advice here and there) and if you do suffer it's fixable.
