+3 Intimidate is a recovered feat.

These are not a need though. Any skill can be achieved to proper level in game with build and items. It's more of a perk item. Now if this causes skill dc creep then all bets are off. But I don't really think Turbine should go there making a store or rare chest loot item a must have.

I don't understand how you can't see the power increase in NOT having to build for something or slot items.  Having to slot a UMD item full time versus not means more DPS or whatever.

Getting heal-scroll UMD on a pure fighter is a bit of a pain, 3 points of UMD in this regard is huge.  Equipping my pair of EChaos Blades on my pally is a real pain, 3 points there would make a difference.

Would I want one on a toon who had UMD on a class skill?  Probably not.  But on toons who do not have a skill as a class-skill 3 points is a lot.

I do like that there is now a breakdown of Base, Ability, Feat, Effects on skills down when you hover over them.  That's a nice improvement.

As long as they drop in chests with a similar frequency to Ability Tomes, I won't feel any more disgust with Turbine than I already do.

At the bonuses I'm seeing it is seriously meh.  A +3 means jack shit.  Given an ML of 9, that makes me think they might go up to +5 or so by cap. 

I can see that being awesome for UMD, and possibly worthwhile for Intim tanks (like that matters anymore.  It's not 2011) and maybe the new Heal/Spellcraft for spell power.  Can't see it mattering all that much for any other skills, really.

Rogues or Bards... Could spread some points out or save an enhancement point.

Remember you are saying you don't see a use now.  In a couple months when all Trap DC's and Fascinate DC's and Concentarion Checks all some how start failing by 2-3 points...well.

A +3 UMD on my rogue means I don't have to swap equipment to hit a rez scroll 100% of the time, and also means I can think about hitting true rez scrolls all the time. 

Even then, I won't spend a penny on it.

+3 UMD means easier/earlier use of some of the useful arti scrolls like elemental weapons or adamantine weapons since they've got high UMD requirements.

Don't forget, with the new Heal and Spellcraft skills a +3 to those stats gives a bonus to that particular casting power.

+3 Heal = 3% positive healing spells boost *
+3 spellcraft = 3% damaging spell power boost. *

so the only way top get non-INT based casters a little more power out of an INT based skill. short of not dumping INT at creation that is.

The Heal and Spellcraft are +Spellpower which are +% on the base healing/damage numbers.  Going from 100 spellpower to 103 spellpower is a 1.5% increase in damage/healing.  Going from 200 spellpower to 203 spellpower is a 1% increase in damage/healing.

It's why I failed to give a crap about the last few spellpower on a Thaum quarterstaff.  I looted one that has the two elements that I like and 114 is close enough to 120 so I'm not going to bother trying to get that last 6.  I would be happy to get 114 or more on a third element, but that's not nearly as significant as just finding more sources of power in general to stack with each other.

DDO to me is for fun. Not to sit there and grind every piece of gear or agonize over every single build choice anymore. If I want a character to be able to hit a UMD score I will build for it. But not every one of my characters will build for UMD. Sorry not all who play DDO need to be the uberest DPS and be able to no fail self heal. It's not that I don't see the power in saving a feat. It's I just don't sit there and min max my builds anymore. If you were on Khyber and didn't want me in your groups because of this so be it.

Am I doing it? Not if it costs me money.

Turbine screwed the pooch to me when they fucked with my account sub charges. I am not paying them a penny more than a sub fee right now and they can be glad they are even seeing that.

+3 UMD is FAR from mini-maxing minutia.  It's a huge deal for anything that doesn't have a rogue/arti/bard level.

regarding the current state of the game nobody wants to heal anyone else.  If you're not building with some way of keeping yourself alive you must like sitting in never-filling LFMs.

If the drop-rate is similar to Stat-tomes their acquisition won't be difficult.  If it's similar to Yellow Dophants than it's really fucked up.
