That was done for applying skill points in the planner. It will not add the skill point for extra INT/Feats until the following level due to it's progression

your build looks pretty good.

Personally i'd go halfling though, they get nice boosts to throwing weapon damage atm, and if / when the enhancement pass goes live, they looked like a much better throwing build option.

The feat I'd drop is mobility.

I also went dark monk on Tossenmo, you don't build up ki, and the shintao DR bypasses don't count for shurikens / staves / kama's.  Atleast ninja spy gives me extra sneak attack dice.

IIRC according to Mr. Cow, even with whirling wrists, haste boost,  and all the other speed boosts including shuriken expertise and maybe even 10k stars, you'll still be attacking slower than RXbow.  So this will be absolutely flavor no matter what you do.

Still, if you want to make it work here are a few suggestions:

You don't need more than 12 monk levels, for tier 3 earth.  12 monk/6 ranger/2 fighter.  The advantage here is that you can fit in manyshot with all the relevant feats for some much needed burst DPS and enough to pick up overwhelming critical.  You're also getting favored enemies and ram's strength which will help out considerably with the low base damage of shurikens. 

On the same note, you should go FOTW instead of shiradi and twist in whirling wrists.  Shiradi is just not as good for ranged toons. 

You'll want to max STR/DEX and WIS as all of these add DPS.  You need at least 23 strength for overwhelming critical.  This is where access to +4-5 tomes and/or completionist really helps. 

By the way, IMA, CA and DWF do are bugged and do nothing.  This is why you'll want to try to pick up OC. 

Pick up a spelltouched kama in the offhand with an AoE proc, which will proc on main hand shurikens. 

If you don't have Empower/Maximize and an 80 Potency item, then Shiradi is fail.
