Bigby's leveling stone?

Has anyone tried this leveling stone or heard if it works "properly", leveling up to 15, instead of the other stone which works "improperly" up to 19?  Does an XP pot, and other XP boosts affect it to get you to maybe level 16 instead? Thx yo

No xp bonuses, and the stone can only be used on the person who opened the box.

I just used an MoTU stone on a guy and it took him from level 8 to rank 93.  About a dot and a half from cap.  I think it was the bonus XP weekend.
