Perhaps you could shed some light on the subject since I can't get any kind of official response on the official forums.  I've bug reported it as well.

I was able to do Epic Cannith Challenges at level 20 the day before the expansion.  After the expansion, I now have to wait until level 21 to do Epic Cannith Challenges.  Is this a bug?  Is it WAI?  Was this an intentional change?

There was nothing in the release notes, nor is it listed in the known issues.

On the official forums, I couldn't believe how many people didn't know how these worked, the ML of Epic Cannith Challenge Items, etc.

I've run dozens of challenges with guildies because they were farming something, but honestly I've never even looked at the loot I could get with the ingredients, assuming I have enough to get anything (I THINK I have enough to get whichever item you get to TR - a heart or 20 tokens).

It is something that I doubt ever will be revisited.

It is only a minor inconvenience, I think it is 300K to get to level 21, so a little more than an hour with the way epic xp is handed out.  It is still by far the fastest way to get tokens (~1.5 Tokens every 11 min in Buying Time)with the exception of having 5 others passing tokens in Devil's Assault.  The hard part of that is finding 5 others to pass the tokens.
