Is Combat Archery fixed?

I thought it was, but I couldn't find it in the u19 patch notes. Is it?

I've seen people say it's fixed for xbows and thrown weapons, but not bows. Haven't had a character with enough dex to try it myself, so I can't say for sure.

It appears that CA is applying its extra damage for all Bows and Crossbows.
