I had not actually taken notice of the full impacts until I read CDR's link to this.

This condition was introduced in Update 20 to penalize characters that have abused an exploit. Characters that have equipped gear with higher minimum level than character level suffer from this condition, which bestows the following penalties:

30% penalty to ranged attack speed
1 penalty to attack rolls
1 penalty to armor class
10 penalty to jump
1 penalty to reflex saving throws
90% penalty to movement speed
Where do they find these muppets who make decisions at Turdbine?
Ok, so let's present a scenario.
I've been a bit naughty and equipped an item or ten that I should not have because it is over my current character level.
Turdbine know this, and have a fix to stop it happening, but they need to find a way to get people to unequip all the existing over-level items.
So the creative thinking geniuses come up with a really clever and funny idea.
They'll use a punitive debuff!
So I log in and find my movement speed reduced to 10% - that does not phase me as I'm used to playing my game like a slideshow.
50% penalty to melee attack speed. Ooh - that's harsh. I'll just have to mash the attack button more to try and make up for it.
10 penalty to jump - ouch. that hurts. At this run speed, my jump is already down to 4 inches - now it will be half of that. I can't even jump up stairs. Hope they have disability accessibility in mind and use ramps everywhere.

ok, that's a fucking deal breaker right there! Off with this shit! Who needs +10 stat of +10 resistance when it means I suffer a massive -1 to all those critical checks!
I mean seriously! Isn't the 90% movement penalty enough for most? It is virtually unplayable (until you remove the debuff).
And where the fuck did the numbers come from? Why 90%/50%/30%? Why not just make it -100% movement?
So the player has a choice between playing an inanimate garden gnome or their toon. I wonder how many days they spent in the meeting room brainstorming this.
If they wanted to actually be funny and deter people from doing this, they could have the toon immobilised, polymorphed into a kobold and wearing a "cheater" hat until they removed the item.
These muppets are wasting the few brain cells they have coming up with not-so-clever shit, when they could actually being doing something productive.
If they wanted to do it in an unfunny way and just be efficient, write a script that removes over-level items when you log on. If it malfunctions, so what, you re-equip the item.
Yes there are some innocent peeps wearing gear that they were entitled to wear until FoS changed the ML on them. But the debuff still fucks them over too, so same outcome from a Turdbine perspective.
Mind you, if they had the capability to do this, they would have reset the twists of fate feature many months ago.
I just wish these guys would stop trying to be clever and just aim for competency.
