Is character_copy fuxored again?

Came back after a month hiatus and I want to test Bladeforged builds on Lammaland.  I copied my geared Cleaver toon 48 hours ago and the status hasn't changed.  How is it that Turbine fails at copying ones and zeroes?

Evidently this is where they put FoS, somewhere in the basement with a pen and paper manually copying characters over.
