I'll preface this by: It's late & I'm tired & sore so the build might be utter junk :\.

I have a 32 pt horcobat 13 rogue 6 monk 1 druid qstaff toon & was thinking of getting some arty PL's & further down the road some Pally PL's.  This will not be for EE & most likely will not be soloing at all if I can help it.

My only 2 stipulations are(asides it not having to be EE capable) are it must use qstaffs & must be trapping/UMD.

I also prefer tactics & melee 95 to 99% of the time as well.

Not sure how much DPS it is & how much outside of FoL & heal scrolls I'm going to self heal...

I have none of that gear for that build nor the time to grind or trade for it though unfortunately.

You don't need that gear for pastlifenmo. In fact, if you don't want the content to be so trivial it's boring you may want to actively try to gimp it a little. Seriously, I'm soloing content 1 - 2 levels above me on elite without issue. It's honestly a little silly.

If you desperately want a deeper artificer build, just run a wf repeater build straight to 20 (maybe splash 2 monk if you're desperate for evasion). It might not be great in epic levels but seriously, if it's just for PLs, it dominates through most heroic content (especially once you get BB + reconstruct).

If you're desperate for quarterstaves, go 2 rogue 6 monk. Full Henshin line, cheap quick strike, staff attack speed and haste boost from thief-acrobat. I'd still go WF for the better self-healing though. You could certainly make worse choices.

How about a juggernaute style build?

You could splash wiz instead of ranger, 3 cleaves will be enough for heroic levelling.

For the purposes of speed id probably go

5rogue, 1wiz, 3arti, 2wiz, rest arti.

Second 2 wiz is optional, im not sure how itd work out, but the second EK core looks like a permanent 1d6 elemental damage, if it stacks with the arti spell elemental weapons it should be nifty.

The other option is 3 barb. 10% speed, Supreme cleave, sprint boost and bond of retribution (+1 crit on 19/20 2mins into a quest)  you do lose the bond if you swap weapons though.

Im serious about pastlifenmo though, the gear I listed is way over the top.  Ive made it work with next to nothing.

After drinking a coffee I decided I like the barb version more,

Wf
Levelling order
2rogue, 3barb, 3rogue, 12arti

Feats
Power attack
Cleave
Great cleave
Mental toughness (for the crit chance)
Improved crit bludgeoning
Maximise
Quicken

Make certain you pump the repair skill.
Your arti spells will mostly be buffs..

I do think pastlifenmo is a better option though.
