I agree. I'd say the amount of people actively trying to scam the GMs is pretty low. Three XP pots is a VERY small price to pay for someone to have a positive experience with your company. And to post about it in this most wretched of places.
Yup, my thoughts exactly Rest. There will ALWAYS be some - but you need to focus on the 99% of your player pop and have system capable of monitoring so you can spot the scammers.
It costs you nothing to bugger all to make that player happy. If they're a scammer, you have a log of their tickets. Give players benefit of the doubt once and just watch for patterns of behaviour.
If there is a mass outbreak of requests for replacement pots - you either have a bug or word has gotten out - so manage it.
It's the same for buggy items - take the Libram of Silver Magic for example. The retro fix didn't take - so just have people put in tickets and have the GM's replace the item (and what the hey - give them an upgraded one to say sorry for the cock up)? Surely that can't be impossible to do? Satisfaction now rather than U22 or 23 or 24 or whenever they actually get it working?
Similar thing with the Raider's box - quite a few people said they chose X, but ended up with Y. I reckon there was a bug, others reckon player incompetence, but Turbine says "we don't exchange or replace items".
So why not just allow 1 swap for those who had or recently used a Raider's box? So what if someone changed their mind and wants to now swap their Pinion for a Needle - who cares? Allow it once per account. It's an exchange so it does not adversely affect the game.
Why don't Turdbine think like this? Costs them nothing, but the gains in player satisfaction are enormous.
Sigh - dream over now. It'll never happen as they just don't get it.
