I think after you look at the newest loot in u21, to me that's less of a concern. Unless and only if by look you mean going back and making cool, thematic, classic DDO epic loot scale more appropriately with level/min level of weapon.
TF weapons are best in class for almost everything, including caster sticks. We don't need stronger better weapons, though TF weapons could be continually added upon for greater variety, flavor and utility of effects besides, Things like Draconinc Reinvog were amazing, and totally new. That's when DDO devs win loot.
I'd rather see either a fixing of all bugged ED/Enhancement abilities, or a simple fix to make them at least useful if not perfectly inline with original intention, for the sake of expediency. I'd like Barbarians to be unequivocally the best Damage dealers, but able to survive at least a little.
I'd like to see paladins get the ability to live through basically anything, like even LoB just shield blocking and yawning. If they can't hit the broad side of a barn anyway, might as well make them totally invincible and completely in control of aggro at all times. AoE intims, Single Target Intims, Change to lock in Aggro as a proc regardless of DPS of you or anyone else, etc.
Give arties an upgraded Turret that scales with levels and takes Augemnts (spell power and proc) ala the new Ballistics tech in Haunted Halls. Right now they are sub par buffers with a little ranged damage and some trapping. Who cares?
Bards still need so much work it's crazy. Whats your idea of an end game caster Bard? Don't have one? That's on Turbine.
What's your idea of an End game EE raiding Pure Ranger? Good luck with that one.

That's what is meant by finish classes, I think. Adding a weird bloated Bard tree with most of it's points needed in the tree itself is not the solution called for to the above issues.
Find a way to round out the ED's so that with intelligent Point Spending, any of them could be a decent ED for any type of combat. I don't know why Draconic Incarnation doesn't give you any of the boosts to shear physical power and ferocity of a dragon except for the some weak T1 Twists for saves. Also, with it based on Int and Cha, it's still gimped. This would help fix characters. Magister is arcane, and so are things like Rage, Haste, Displace, and Tensors. Arguably the most important powerful buffs in the game to a wide variety of character builds. Where is Magisters Epic moment called Improved Tensors that gives you +8 Alchemical Bonuses, +10% Epic Stacking Attack speed, and +20% AC? I might run in that on a few builds to be honest. Would it hurt Magister? Or would it make it go form one of the LEAST interesting and powerful ED's to one of the more interesting and malleable ones for ED grinding or even general play?
Make AC meaningful again (though it isn't as useless as it used to be over about 120 is starts to actually make things miss, but not a lot). The diminishing returns are too great though.
So now, please tell me: as a Producer Maj, how much of this are you addressing? The solutions to the biggest problems you have are small, and born out of creativity. Not massive development, new systems, and intense resource consumption. Low hanging fruit Maj, LOW HANGING FRUIT. Stop the bleeding of old players, then create new stuff with their subs to regrow player populations.
And offer Amnesty days every 3 Months for a 7 days of competently free DDO play for accounts (access to all content) older than 6 months for getting old players back, and attracting new ones. Offer incentives to players who bring their old friends back not with super valuable twink items, but perhaps just some nice thoughtfully designed otherwise unobtainable cosmetics items, building up something really nice if you get enough back and subbed.
It seems like everything you're doing at DDO right now is aimed at repeating all of your old mistakes that led to where you are now. Take a stand, roll over whatever autisitc asshole nerd you have to, and show the suits who might be in your way this post. Let them see how they respond.
and on a more personal note Maj, if this doesn't work, go work for a game that isn't dying or mypoic like this one so you can have a better job.
