They only fixed it for lvl 1.
It's in the Known Issues, you can't take SWF on the level you qualify for it with balance EXCEPT for level 1.

Well as I attempted to point out in later posts, I tried to take SWF on numerous levels when the pre reqs were all fully exceeded and it still would not let me start.
