if i calculated it correctly is 34 spellpower if u put point till tier 4
and 87spell power if u go tier5, but at that point you lose some nice slas in tier 5...

still with endless sp potions... you get moar damaging spellz

Getting INT to hit & dmg with any weapon by any class for just 6-7 AP is actually really nice and cheap. You can convert any non-thrower DEX-based build into INT-based with a single feat (Insightful Reflexes) and get tons of skills as a bonus.

Also a chunk of spellpower and mana is also nice. It looks like a good off-tree for people using Eldritch Knights. Maybe try out something like Pal15/Wiz5? Lack of Evasion might be compensated to a point with a shield and armor.

And that 18-24 melee/ranged power... I think it's the only source of Ranged Power in the game currently, no? Might be nice for some archer builds, though kinda expensive in AP.

While trees like Swashbuckler are much stronger, Harper is good due to it being universal and not tightly specialized like SB.

I would recommend reading the threads on the public forums/ lama forums about U23, I don't want to talk out of my ass too much. Evasion will not be obsolete, going out of your way and splashing specifically  for evasion will be a pretty dumb move though.
For elemental mitigation - taking no damage is still better than taking small amounts of damage. Of course if you have the saves for that.
For physical mitigation - robes will be capped at 100 prr, but you can have a shitton of dodge and possible 25% incorp which should kinda compensate for extra prr and the extra dr. Only problem, the damage for robe users will be more spiky.

That, of course, if the current PRR/MRR implementation will go on live as it is.

It doesnt even come close. 175 PRR, 100 MRR, +6 Str/Con, +20% HP, 30/60 DR, beats out 25% dodge, and incorp. At least from my experience playing robes vs heavy.

Nothing is changing for Robe users.

None of the changes to PRR or MRR have negative impacts on Robe wearers.

What's happening is that Light-Heavy armor wearers are not going to be complete gimps anymore.

In face, Robe wearers are getting boost, because they will have some MRR for failed saves against magic damage.
