Seems to be level related.  It let me run the raid once at 23, but it would not repeat the raid even after waiting 3 days AND using a timer bypass. 

Once I took 26, everything worked fine.

Two things I've heard/seen with this:

Issue gets resolved if you level about 26.

I thought I had this happen, and going back and forth from door and bestower and talking cleared it (but I was 27).

You can pick up the raid and run it once at lvl 20+ (if you are flagged). To be able to repeat it, you have to be at least lvl 26.

This also applies to other stuff. I couldn't retake Storm Horns chain after completing it after an ETR.
