The durations are short, and the cooldowns are long.

They're ok if you don't have them and your toon doesn't have access to that ability.  At best they're situationally useful, but not reliable due to the shared cool downs.
I've never understood the logic behind shared cool downs (other than someone can't code).

On one hand, kudos because they listened. 
On the other hand, their solutions stinks of minimum effort trotting out old items.
10k fragments is a big price.

Regarding a trap, possibly.  The good 'Ol honeypot trap.

They likely can't differentiate the items from anniversary card items, but they could log the trades themselves and investigate your account.
Prudence would dictate being patient.
If the items are BTC like the card ones, then you better ensure your account is clean if you trade.

All cosmetic items could have stone of change rituals applied to them*. Cosmetic hats, at the very least, can have Winter Festival cold or fire resistance applied to them.

Me too. It's not easy to make a skull look like a pig snout. Combine that with the race crime-flavored "native" headdress look, and then making the whole thing come together to resemble a turkey squatting on your head. It's genius!



Edit: I like the picture, too. That toon does not look happy to have a turkey on her head.

On a slightly different note, we've been aware for a while now that Turbine's been trolling us. It looks to me that Turbine is trying to see how far they can go before everyone recognizes it.
