1. does shuriken expertize stack with advanced ninja training?

2. is there a limit to haste? (can't see a visual difference having whirling wrists and haste boost tier 3 from rogue tree)

1) Yes

2) As Crunch pointed out

3) Triple Positive Shuriken or Morningstar with Meteoric Ruby (or run away!)  Cheesy

In my limited understanding of these matters, the prevailing paradigm is that is okay for an African American to refer to their own race that way.  I know it is a sensitive issue, but the more a thing you make of it, the more people will use the term.

I guess it is the same for any race or religion to be self-deprecating, seems to be acceptable to make jokes at one's own expense.

It's harder for non-Americans to keep track. At various times, "black," "negro," "colored," and now "nigger," or "nigga" have been derogatory, and then reappropriated. A few of them were promoted as positive alternatives, and then depending on the era, discouraged. The politics of reappropriation create a confusing history for word-usage.

As RV alludes to, not living in America, it is hard to know what the current social context is.
We rely on the media we see from the states as to what the social context is.  So if I misspoke, I am sorry.

Despite your sarcasm, my original point still remains that the most prudent course of action is not to use terms like that.

White, black, rican, mexican, it didn't matter, everyone used the word nigga. (notice the spelling, for phonetics I understand its important) It was used as a greeting, term of endearment or an insult. Just saying...
