Devs don't willingly publish half finished stuff - no-one wants that on their conscience. And they know half-finished content is just future headaches for them. Whereas the pileons up the food chain just tick off another KPI on their monthly PowerPoint presentation and head to Starbuck's to high five themselves for a job well done.
