It really does require a little more context as "bloke" is quite generic and adaptive in its use.
Example 1: Oi bloke, get that farkin shite out of me spot.
Example 2: Hey bloke, nice ride mate.
Example 3: Hello darling, what's a nice bloke like you doing here?
In example 1, you've parked your skateboard/surfboard/bicycle/moped in what he considers his spot. You need to move it or your about to get clobbered.
In example 2, he's complimenting your girlfriend.
In example 3, you're in the wrong part of Sydney and about to get picked up. Suggest you leave now (unless you think he's hot too). No worries either way - Aussies are pretty accepting.
So as you can see, I would require some context in order to assist you with your confusion.
