With this feature of the game maybe deconstructing the armor with the blue slot is not really about the augment slot.

Epic armor with a blue slot > deconstruct > hey presto, low min level

Armor with no slot > high min level

This has been answered by lots of people, but juat to summarise:
1) You want Planeforged (Half) Plate, not Mountain Plate (the technique works for any armor or shield, but why settle for less?). The one that is AML22. If you are light armoring, look for 'Celestial'.
2) No blue slot = no ML2. End of.
3) Disjuncted Planeforged Half Plate has the same stats (aside from possibly durability) than a disjuncted Epic Hero's Plate would have (didn't know that was possible), is not bound unless you craft something bound to it, and can be obtained by a first life character with plat.
4) If you like shields, find one with a blue slot and do the same. Again, Celestial or planeforged is the one you want.

Takes very little effort to do, a quick shopping trip to eveningstar, a simple disjunct and then mail it to whoever you want to use it.

Planeforged Plate and a Planeforged Tower Shield gives +36AC at ML2. Don't forget to craft something on the armor to get your MRR and you might as well stick in a cheap augment for e.g. natural armor or PRR, small as it will be at ML1.
