For your point about Muscle Memory OP... Int in D&D Equates to the ability to learn and retain knowledge {as opposed to Wisdom which is fully innate} and I could easily state that Muscle Memory is indeed "learned" even if not by the same part of the Brain.

Many Boxers, Wrestlers and Other Fighters in real life are highly intelligent people {not geniuses obviously but you do need intelligence to take your innate powers to the next level!}.

The best of the best in any walk of life are those who can add Intelligence to their innate skill or strength!

And the Strength and Dex requirements are there in DDO {You just need a certain BASE rather than an absolute MAX!}.
