Why don't they just get rid of the int/dex/wis/cha reqs for DC entirely?  Just make assassinate a skill you put points in.  For example, to be a good assassin you need to be able to sneak up on your target.  That makes hide/move silently very relevant to the assassinate DC.  Something like assassinate skill + hide/move silently + rogue lvl = DC.  Make heal and spellsight relevant to spells hitting as well.
