Yes, we are likely to close a number of servers to play, but only after a large grace period and even after that the characters will remain available to be moved to another server to play on indefinitely. 	If they attempted this with DDO they'd have to fix the issue of not being able to take a character that was transferred from a server back to that server. (i.e., several toons, different accounts transferred from Thelanis to Khyber, attempted transfer of some back to Thelanis and it always fails and they say sorry, due to technical difficulties it is not possible to transfer, seen this with friends accounts as well)

(player's council, etc) Yes and No... for a while ( before F2P ) DDO was the live test for stuff that were added to LoTRO a few months later ( AH, F2P, Server Merge [ Forced Edition ], European Closure + Transfer, ... ) now it's the reverse it seems : they prefer to experiment where there's more people.
