can someone whose perma banned on motherforums still get on and use lammania?

and when your on lamanna can you automatically lv up to 20 or 28? or do you have to run quests on there as well?

Also a random ranger question for the enhancement : Growing Storm , does it work with handwraps because on the wiki it says it works with any fighting style.

Yes.
Forums access is usually separate from game unless you're very naughty.

Yes, see Thaz's advice.  Look for entrance to the dojo in the Marketplace near the Paladin trainer.

1) no idea for a game ban, while the AAA servers seems separate, there's enough proof that both communicate with each other.
    Now if it's just a Forum Ban, it has no impact on L-Space.

2) The Dojo is your friend... entrance just in front of you when you enter the Marketplace the first time, the Floating Door.
You can cap in there in a matter of seconds.

3) Monk Sucks. I hate punching keyboards.
