Well no, since you have LVL 30+ quests while hte players are LVL 28... they could underlevel to cap without any issue... For those that can hack it by soloing EE, for those that can't by actually being in party in EN.

It may seem like it, since that's all anyone runs, but you can choose to not do so. Do you group at all or just solo? Just like Flav's vaunted underlevel bonus, there's not reason forcing you to do it. It's still a choice.
