Character copy fail on just one toon

I have one toon that keeps failing to copy, he doesn't exist on Lamma yet and many others made it no problem.

He has been the benefactor of a shit load of exploiting and has piles of crap, could that be it?

Was that toon login on live at the time. Can't copy a login toon to lama as far as i know which isn't much.

Last time it was up.... I tried to copy it. It just stayed at pending the whole time. Is it because i got banned before? Or is it just broken?
