Any chance you can lower the min lv to 28 on this stuff? One level sounds rather weak to be able to use it. Two would be nice! Nobody will get hurt if lv 28's are using any of this stuff.

The + Enhancement Bonus to weapons also adds weapon damage, which stacks with Deadly.

And no, ML29 is locked in at this point, sorry.

I also don't like alacrity on gear since it does not stack with haste, except in low levels. 15% for ML 29 gear is pretty weak. I would suggest either replacing it with speed or change how alacrity works on a lower percentage to stack with haste.

Not everyone has easy access to Blur or Haste. We'll take a look at the alacrity numbers, but do not expect Alacrity on items to stack with Haste. Probably ever.

I appreciate the work (and it has been loads of work for you guys) that's gone into the game, but wraps remain without a single option for improving upon what is undeniably the worst natural crit profile in-game. It's nigh unfathomable to me.

We had considered expanding the Crit Range/Multiplier on these wraps, but the reason we've never done that is that it doesn't work, on a technical level. (The crits were inside you, all along!)

It's one of the reasons we are planning to revamp Handwraps.

Yep! This is due to the Randomized Loot Pass in progress.

We are OK with needing to make difficult choices about armor with regards to spell DCs in the case of these armors. It does not mean all future armors will have the same situation, and there are a lot of other boosts to spell DCs in this update as well. (A LOT. Probably more than we've added in any update.)

And what's with the Old Deathblock on the Robe? Arcane Casters don't get Deathward and Divines won't wear a Robe.

Oh and I'm not sure Angelic Grace is strong enough at that level {especially for a Monk who won't have super high PRR to reduce the incoming dmg} those temp hp won't make a difference when you're taking 4-500 dmg per hit!
How long do they last anyway - 6 Seconds? 30 Seconds?

I can talk to NohBob about Dodge on the outfit.

Old Deathblock is on the Robe for Pale Masters. Who (as seen later in the thread) seem upset that only the Robe has Old Deathblock.

Can't please everyone, sadly. There are compelling reasons to have options for both.

Thanks for the feedback. Some of this is due to the still-in-progress adjustments to the Scaling Loot, as mentioned in the boobies.

Can we get some specific examples to help us understand please?

The values you see on these items will be static. The "scaling" portion is entirely on our end, involving how we stat things; rather than having 30 PRR effects (one for each level) for loot, we have one and then assign it a value based roughly on the level of the item. (That's abstracting it a bit, but the idea's there). The numbers are still in flux during the Lamannia process as we try and nail down how the curve for each effect should scale.

Quality should be a Quality bonus? (typo?)

Edit:
You might wanna go through the entire list as there are more items where Enhancement, Quality and Insight are mixed around.

Yes, there are a few places where the bonus type names were mixed up. In the above case, it should be Enhancement, not Quality. I'll make some edits to the OP shortly.

No (especially with the Construct Exemplar feat coming in U29), but it would clearly be most useful to those races.

My immediate take a way is:

-They are not entertaining content changes only tweaks to UI.

-No T.S. or HOX theme loot, lazy myopic fuckers.

-Why are they talking with Fran??

This is more or less correct. 20th lists are largely replaced with the BTA "Codex Runes" (but different items for other raids). The most important factor here is that it allows us to reward hard and elite. In the past, it was common practice for many raids to simply play the raid 20 times on Normal. We don't want that to simply be the obviously best way to get the rewards from that raid. Since we do expect Hard an Elite to take more time and resources (and possible failure chance) compared to Normal, those difficulties should be more rewarding than Normal, as well.

20th lists are not ideal in terms of allowing players to play content in a way that is engages and challenges them. We know many players want to be challenged, but feel that method is "playing wrong" if they could get the same rewards faster by not being challenged.

No. It cannot be done in that manner (at least, not entirely).

We're willing to hear suggestions, but the following requirements must be met:
Players cannot have all available ingredients before new quest(s) using those ingredients come out. Update 29 would almost automatically be a failure if nearly everyone had fully upgraded Legendary Green Steel the day it released.
Playing each quest pack needs to be incentivized. While we respect that players would something like to just play whatever quest they want, playing Haverdasher again and again should not give access to Thunderforged, Green Steel, and Temple of Elemental Evil items.
Ingredients and Crafting generally exists to make life easier and less frustrating, not harder. We absolutely could just have each and every augment from Legendary Green Steel drop as rewards in the Shroud (tier 1s where tier 1 ingredients drop, tier 3s only in the end chest, etc.), and blanks could just randomly appear in the end chest. But with 40+ different blanks and 600+ different augments, the chance of getting what you want is extremely low. This would entirely eliminate all LGS ingredients, and be far less fun and engaging and probably frustrating.

We've tried to retain much of the flavor and possibilities of Heroic Green Steel while reducing complexity. There are dozens of ingredients from Heroic Green Steel that we've chosen to not carry over to Legendary (including entire tiers of ingredients: Chipmunk Funk etc. x5, Tapers etc. x~12, 5 Shavarath Stones + 1 Signet Stone, dead power cells, the need to charge dead power cells, "empty" shards). We're aware players aren't always keenly interested in lots of ingredients.

We are unlikely to add these to Legendary Green Steel. There's a lot of possibilities already, and it is not our goal that every desirable attribute as part of Green Steel (as we've received requests for a wide variety of things besides these spell powers, though spell powers are commonly brought up). Some of these will definitely appear on other items, including random loot.

Especially combined with the improved base damage, these are some really powerful weapons. It would be totally fine to give them only the improved base damage. Improved crit profiles can just be added to the bonus effects for having 3 augments (this would also allow for an option where players can choose which kind of crit improvement they prefer).

Really like the way most of the new weapons look like, but please make something different for the khopesh. A khopesh is not the same thing as a scimitar.

As noted in the second post:
Weapons have often incorrect critical profiles and base damage for this build.

Additionally, while I'm not sure of exactly which items are still coming in, not all new art is in place. We made a special effort to get some of the new art in place so players can get a general idea of what it looks like, but most of it wasn't ready yet.

We're more than happy for players to compare the tiered heroic weapon effects to the ones you guys have seen in Legendary Green Steel so far. They're quite directly inspired with few major design changes, other than the numbers and bonus types (which we've generally made much kinder - many effects in Heroic Green Steel used the same bonus type for all three tiers for the same stats, so only the best would apply).

As noted in the second post, tooltips on the weapons themselves do not yet reflect the augments or slots in them. We just haven't done that UI work yet.

My take a way:

-Vag is a cunt.

-He post a one of the multitude of complaints about the removal of the 20th and tries to kill it by posting and then agreeing with one of the only two posts in favor of the 20th reward removal... dishonest, cherry picking mother  fucker.

-Vag is like Janice in accounting, he don't give a fuck.

-They are not interested in knowing what they missed.

-He doesn't want to deal with you whiners and your binding complaints.

-Instead of addressing fresh comments and issues, he wastes his time posting two player comments that were addressed in post two, talking about filler.

Wow.  Those first two posters are morons.  That Hoglum guy not getting the difference between the enhancement bonus and the deadly effect.  FFS.

Then Qhualor.  "Let's not put blurry on any gear because everyone can just use blur scrolls."  What a dipshit.  The same would go for stoneskin, featherfall, haste, and displacement too.  Who can't reach 28 on UMD?  Even cross class it is 11 ranks + 10 Epic levels + 4 GH +2 Good luck = 27 without even talking about your charisma or any items to help out.

So what?  Any effects that can be mirrored with a level 4 or lower scroll should be dropped from loot?  Because I want my barb or monk scrolling that shit every 30 to 90 seconds?  Is he really that clueless?

Yep.  And that works great for all classes to invest in cross class umd, even Barbs who have to drop rage for it to work.  It shouldn't be the only thing on the item, to be sure.  But as one of a group of items, it is fine.  Of course things like FF come in augments.  I'd argue that smaller effects like blur and nightshield might be better as yellow augments.  But that's different than saying "they should never be on gear because you can scroll them".  It was a clueless comment from a guy who doesn't play the game except when his guildies call him out for it.

It was probably thought of as a way to limit the value of raid timers.  What would be the point of blowing past chest ransack if there was no 20th reward waiting for you?

But then, if we had to rely on end chest drops for MoD or DoJ, that'd be a nightmare grind.

I'm really disappointed they are doing away with 20th's though.  That has been a staple of raid system forever.  It is the saving grace of endless grind.  As someone with horrible loot luck, I have relied heavily on 20th runs to get the majority of my end game gear.

I, tool will miss the 20th reward. I absolutely HATE completely random-ass drops. Having the luxury of knowing that "if I just finish my 20, I'll have a chance at something" is nice.

Having to rely on luck... yeah, I, too, have extremely bad loot luck. In fact, bad loot luck was what drove me to the vault in the first place...

Smiley Missing the point. Deadly can be on gear and enhance yer weapon. An enhancement bonus on gear would create confusion as to what it was enhancing.

The original complaint was probably miffed at Deadly showing up on weapons, in which case, why wouldn't it just be added to the enhancement number instead? Answer = coding. Why make that extra coding work when nobody is confused? Second answer = Fuck your spellcasters. Just fuck 'em. We hate magic, creativity, ingenuity, roleplaying, and D&D. Fuck you all.

Or a ml25 EE jorgundal collar for melees.

The most broken epic PL in the game is the ridiculous AC buff from martial PLs. But when you include all the inherent benefits from reincarnation, the thing is above the roof. The benefit from TR was supposed to be minimal, but now it is game breaking. start a new character and you will feel, you will get raped in heroics.

Personally I think lower heroics on new characters are harder than Legendary Elite content on a character with good gear and has all destinies farmed.

Wow.

Have you EVER gone to Law School Feyn? Have you EVER been asked by a United States Senator who is now the Vice President of the United States to write a paper just for him on a particular topic of Constitutional Law for his use as a Senator? Have you ever been asked to help a very notable Harvard PhD turned Constitutional scholar with his very-well received book on Legal Philosophy and Constitutional Revolutions? Have you ever been offered a job as a Deputy Attorney General BEFORE you even graduated Law School?

No? Then STFU you fucking amateur.

Pretty sure that the fact that a service can be hacked doesn't make it the "community chest".

Did I mention that the 20th list was already on the dev kill list last year ?

By kill you mean, completely removing it OR changing it to showing only 30-50% listed named items for mod and doj?

And is it gonna be killed soon/next update?

DO I HAVE TO START PANICING NOW???

Kill completely, but only in the new Shroud raid... for now...
I think the other two raids will still have 20ths.

Well IIRC what they proposed was to raise the drop rate of items in raids at the same time... so that by the 20th raid you had at least 100% chance to have 1 ( one ) single random Raid Named Item drop.

compare that to having 100% chance to have The Item you wanted drop in the 20th list.

Yes my avatar is an Hermine eating a Greenland Lemming for brunch.

Yay, 20 raids over several months for a 100% chance of a single BTC item from a long list of shit I may not need.  Sounds awesome.
Do any of these Turbine devs actually play the game?
