LGS tier II skill bonuses

Could someone please post what type of bonuses are the skill bonuses the +11 for Tier II, and the +6 for Tier III  augs?

I know that Tier I is competence, just not sure about the others and would rather not waste mats.

Tier 2 is +11 insightful (same bonus as the spellcraft on the Libram of Silver Magic). Tier 3 is +6 Quality.

That's good news, wasn't sure, so Skullduggery's +6 exceptional should stack then.
