It's the rationale required to justify the results.  He needs to say the reason that Turbine didn't accept the advice of the first council was because they knew it was corrupted by less than stellar vault members rather than because Turbine never had any intentions of doing anything the council said and merely wanted feedback on how big their turds were.

If Turbine wants input from the entire player base, they should want some vault members on the council.  Vault members are an active group in game.   Several turbine employees have come here specifically to get access to the opinions of this segment of the player base.  Fran's bias against Vault members on the council shows he doesn't understand the goal of the council or is not capable of seeing past his personal conflicts.

Someone asked earlier in this thread what would happen when they started running out of "good" candidates.  Phalaeo posted this on the forums:
