That's the way it was when I was on. There was a brief yellow dc that effected everyone I was in party with and even on my guild chat. Then after a couple minutes everyone was silent. One guildie tried to log out but couldn't & was still able to chat. Then I tried to teleport to House of K and got hung in a load screen. I think I would a been fine if I hadn't tried to leave the area I was in.
