This thread over there on the announcement about this week's bonus tat is hilarious:

It's like a caricature of everything they do of late, in one thread with only about six posts. Six posts because there's barely anyone left playing but six posts is all it takes. In those six we get the opener of naff, ill-explained output with errors, then community disengagement from the first responder dicksuckers and complaints of errors that litter the release. And an NPC is either missing or someone can't find him. Who can tell these days which is more likely?

Therefore previous statement holds true. Bumping that doesn't give you an advantage is surely fine since technically your opposition can capitalise upon it. If your opponent can't capitolise on it then realisticly it WAS a strategic bump by hindering your opponent.

anyway - the logic in the statement is actually this...

B = any kind of bumping
S = Strategic Bump
N = Non-Strategic Bump
A = Acceptable

B's can be either S's or N's
S = A (Strategic bumps are apparently deemed alright)
N = A (Non-strategic bumps must be ok as you gain no advantage)
Therefore all B's are A's (all bumping acceptable)

...thats the logic behind what was said anyway
