Because the devs don't really play the game. So when they come up with things like "rng based cards", they don't stop to think "as a player, how would I deal with this mechanic?". They just assume players will take whatever cards they get and never reset to get the optimum cards. And of course they don't think about making all cards equal.

So they see players doing these things that they never thought of...and conclude that players are breaking the game.

They probably just play tested amber a few times by going in with whatever cards they got and checking every room for passwords, aggroing every mob they saw and figured players would just do the same thing.
