Current XP Boost, quest only?

Is the current XP Boost quest only or will it apply to otto's stone.  Have a couple of stones left and thinking may be good to use them now if boost applies (would put me 200K short of cap with all the other usual bonuses)

Only VIP XP bonus days apply to Otto's stones.
