you probably need to download the DX9 package from microsoft, DDO requires DX9 and stuff in that legacy package.

A couple of things to try/be aware of:

1)  If you have multiple monitors, sometimes the extra monitors, depending on how you connect them, may cause a problem for DirectX.   Try dropping to just 1.   

2)  If you have multiple client instances running at the same time, sometimes they act stupid about DirectX for some reason.  This happens to me periodically.

Things to try:

1)  Reinstall DirectX.   

2)  Rename your DDO User Preferences folder.   (It will recreate it.  But then you have to copy over your layouts/keymaps.  Annoying, but managable)

3)  Manually set the DirectX level to something lower than 11.  (not a preferred choice, imo.  The other two usually work for me)
