I haven't a clue, I just know it hasn't changed in 2+ years and the bill says "dynamic". Back in the day when I was running an FTP site from the house, I had some fun with it. I knew we had a dynamic IP but it changed so infrequently(~6 months) that I wouldn't know it had changed until someone complained about the FTP being broken
