Considering the fact this was given to players some time before mid 2007 is insane. When cap was 20 it either tied or beat all epic items (seeker 10) and was essentially the ultimate quality of life item. You can get close to the stats on random gen these days but still a solid item.

Yep it also counted towards the toughness enhancements on the old system which was beyond awesome for a quiver

Holly crap. Yeah that's insane. Also keep in mind those are all stats on an otherwise unused slot, thats amazing.
  

I'll never understand the propensity of people to brag about being good at a video game. Its a toy you play with for fun. The only person who should be proud of you is your mother. If you're 3.

I dont think toughness on items counted towards unlocking toughness enhancements. The most common way to get toughness on items back then was Minos Legens. For endgame it was slotting toughness in a blue augment. It was essentially +20hp, stacking with everything except itself with no other benefits.   

Toughness on the quiver basically saved a blue augment slot in endgame. During leveling it allowed players to retain the +20hp from Minos Legens and swap it out for something else.

Yup. It was basically an Epic Marilith Chain [Seeker 10], Seven Fingered Gloves [UMD 5, Arcane Dexterity 10%], Minos Legens/Blue Augment Slot [Toughness] all in an unused slot. Imagine wearing it from 2007-2009 where seeker 10 wasnt even a thing.

Seeker 10 wasnt beat till mid 2013 with U19 expansion on a level 27 item (seeker 11). Seeker 12 if you count the level 28 version.

Yup. its funny that its seeker 10 on a quiver, but still.

Why did the europeans get it? seems a bit crazy that they just got handed a super insane item.

Long time ago so my memory is poor and someone can correct me but I seem to recall they got quite generous with handouts when they knew the end was nigh. Presumably either not realising or not caring that the population would be given a new home in the future.

They are very strange with with the ebb and flow of generosity. Lately they are just "fuck the players, lets see how much we can take from them before they quit"

Different people looking after Europe back then - Codemasters, who had ?license for that market?, so same game/quests but we got updates late and so on. Then they'd do events to make up for the shitty waiting IIRC. Seemed like they got control over fringe stuff like events and giveaways or translations while Turbine did the main game content. So they were generous (and later silly generous) where they could be, as it were.

Ahhh, that makes sense. The community was being managed by anyone other than turbine. That clears it up.

Looks like I was wrong. Before the F2P update (September 2009), Toughness on items did indeed give the actual Toughness Feat. Allowing you to take the Toughness Enhancements. Meaning the Quiver was even more powerful from 2007-2009. After the F2P Update it was changed to the version I quoted above. Minos Legens and the Quiver were essentially nerfed.

Well, I smoke too much, drink too much and work too much.  However I do go to them gym 6 days a week.  So my imbalance is much like DDo's.  Not sure if im healthy or not.
