The difference is that blizzard gives a shit. That's really all there is to it.
For instance, I imagine that if you suggest something on their forums you get a response, not a ban.
This I asusme is only 1 of a billion ways that shows blizzard actually cares.
Other ways may include the fact the game runs well, is optimized, playable, etc.
WoW has 117,000,000 players. If a couple hundred thousand of them go play WoW Classic, that's not a huge impact for everyone else(similarly, WoW Classic is nowhere near as retarded as HCL, so more of the population is probably fine with playing both).
That's the biggest complaint those of us not playing HCL have: we think its retarded, and our own play experience goes to shit every time HCL starts up because everyone is on the retard server.

It is easy to get banned on WoW forums, Ive done it many times. However it is harder than on ddo forums, much easier to troll and have some fun on WoW forums without santas alcoholic looking little brother Jerry throwing a fit like you just stole his last pork rind.
Also who gives a shit about hardcore? shitty casuals and a few good players that go over to shit all over their shitty casual leader boards.
DDO forums you can get an infraction for saying "Ok, boomer.". The WoW community is also enough larger that the community managers(plural, there are a lot of them) don't get so chummy with the forumites that they ban people for upsetting them.
